Cloudy eyes can be caused by a lot of things, including cataracts, although usually those are symmetrical.
If one eye is cloudy and the other not, then it’s probably a good idea to get it looked at, yes.
However, perfectly healthy cats with perfectly normal eyes can have this effect in pictures taken with a flash. I’ve seen it in mine, occasionally, just depending on the angles.
So… it’s a good thing to know, but not something to send people into a panic if they have one or a few photos of their cat in which the eyes look different. Like most things, there are many possible reasons.

I don’t know how this works, but if the owner of this kitty sees this please take note: my old cat used to have one eye that would photograph like that – bright and a bit cloudy. We took him to the vet and he had a problem with the eye…had to get it removed! All the pressure on his eye was causing him tons of pain and once the eye was out, he was much happier. We called him Winky.
If the eye looks cloudy in real life, I’d say take him and get him checked out. Kitties!
