      That is a female, normal grey colour variation cockatiel. They are known to have grey and yellow feathers on their faces, creating a dirty-ish look. Only the male normal greys have the bright yellow heads.

      I consulted my cockatiels, and she looks perfectly fine to us, if not having a little trouble standing on the fur.
